Eligibility & Minor Accounts
Effective March 2026
HC.exchange is a digital-commodity trading platform operated by Conceptual Healthcare Corporation under the Conceptual Health® ecosystem. Account eligibility and trading capacity follow three distinct U.S. regulatory regimes: COPPA for online services collecting data from users under 13, the HIPAA Privacy Rule for any account holding pediatric clinical records, and state age-of-majority and securities rules for binding trading contracts. Three account tiers apply.
Tier 1 · Under 13
COPPA — earn only, no trading
Direct trading accounts for individuals under 13 are not permitted. A parent or legal guardian may create a Family-Linked Minor Account after verifiable parental consent. The account is parent-controlled.

Tier 2 · 13 – 17
Teen Custodial — supervised trading
Teens 13–17 may hold their own account with a parent or legal-guardian co-signer on file. The account tier is Teen Custodial. Earning is permitted; trading is permitted only on a custodial basis.

- ✗ Independent listing on .hc namespace
- State-mandated mature-minor exceptions for sensitive health categories (mental health, reproductive, STI testing) honored where law requires.
Tier 3 · 18+
Full Capacity — independent trading
At 18 (or the state's age of majority — Alabama and Nebraska 19, Mississippi 21), the user receives full account control. Custodial holds release automatically on the applicable birthday.

Pediatric clinical records
Family-Linked DataVault
Clinics on the Conceptual Healthcare platform may store and manage pediatric patient records of any age, with the parent or legal guardian acting as HIPAA personal representative for the minor's PHI. The record binds to a Family-Linked DataVault until the patient reaches the state's age of majority, then transfers ownership automatically. State mature-minor and emancipated-minor rules are honored.
Reporting an unauthorized minor account
If you believe a child under 13 has created a direct account or that any minor account is being misused, contact us within 48 hours at privacy@conceptualhealthcare.com. We investigate every report and, where appropriate, suspend the account and remove unauthorized data.
